CONSULAR SERVICES

The Democratic Republic of the Congo (DRC) Embassy has the responsibility to provide consular services to Congolese nationals living in the United States and to issue visas to US citizens and foreign nationals seeking to visit the DRC.

Consulate Office Hours

The consulate is open Monday to Friday from 10:00 AM to 1:00 PM for visa application drop-off.

The consulate is open Monday to Friday from 2:30 PM to 4:00 PM for visa application pick-up.

The consulate will close at 12:00 PM on Thursdays, December 24 and 31.

Travel documents for Congolese Nationals

We may be able to provide a travel document if you cannot get a replacement passport in time to travel please contact the embassy or see the links below to apply for a "Laissez-passer or Tenant Lieu de Passeport" if you are a Congolese national living outside the DRC and your passport has been lost, stolen, damaged, or has expired.

Births, Deaths and Marriages

Call us at 202.234.7690 to find out how to request a birth, death, or marriage certificate. The DRC Embassy provides information for transportation of deceased Congolese nationals residing in the United States as well as documents for persons marrying Congolese Nationals.

The following requirements must be fulfilled in order for the consulate to authorize the repatriation to the DRC of the remains of a Congolese National who has died in the United States:

Proof that the deceased person is a Congolese citizen (e.g. Passport copy or Birth Certificate).

A certified copy of the Death Certificate.

A letter from a local health authority certifying that the deceased did not die of a contagious disease.

A metal hermetically-sealable casket.

A letter stating how the body was embalmed, typically signed by the director of a funeral home or counterpart at another institution.

A self-addressed prepaid envelope (size A4) for the return of your documents, using a service with tracking such as FedEx or UPS. (NB: USPS, metered stamps and regular mail are not acceptable.)

*The fee for the permit for corpse transportation is only applicable if the deceased does not have a valid Congolese passport and a tenant-lieu has to be created.

Visas

A valid passport is required for all foreign nationals to enter the Democratic Republic of the Congo. Visitors must have ready for presentation at the embassy documentary evidence of the purpose of the visit, means of support for the duration of the stay and accommodation arrangements. Passports & Consular Cards

Requirements

Application requirements for the passport and consular card are as follows:

Set up an appointment at the Embassy to fill out an application, and have your fingerprints and picture taken. The email address to schedule your appointment is ambassade@ambardcusa.org

Provide 2 passport-style (2”x2”) photographs taken within the last 6 months for your Consular Card. If you have already picked up your passport but did not receive a Consular Card, please let us know and we will issue your first Consular Card “Carte Consulaire.”

Provide a copy of your old passport. If your passport was lost or stolen, please provide a written police report.

Provide a copy of one of the following residency documents such as a Green Card, valid long duration visa to the US.

If you have applied for and received the passport from the Embassy in Washington, D.C. you are entitled to the Consular Card. The Embassy will need two identification photos and a passport application form from you in order to process your Consular Card. There will be no additional charge for the service.

With your photos, please send a pre-paid envelope using a service with tracking such as FedEx or UPS so the consulate can mail the card back to you.

People who applied for a new passport in November and December 2015 need to come back at the embassy to have their finger print and biometric picture taken a second time and pay an additional $95 to adjust to the new fee.

Fees and Payment

Applicants must pay a processing fee of $275 when submitting an application. The Embassy does not accept personal checks. Only money orders, certified checks or company-issued checks are accepted at this time and must be made payable to:

Processing Times

Be advised that passports are issued by the Ministry of Foreign Affairs (MFA) in Kinshasa and not by the Embassy. The Embassy forwards all information to the MFA and will not be able to provide processing time estimates. We thank you for your patience throughout this process.

Visas

Requirements

A valid passport is required for all foreign nationals to enter the Democratic Republic of the Congo. Visitors must have ready for presentation at the embassy documentary evidence of the purpose of the visit, means of support for the duration of the stay and accommodation arrangements.

All travelers (except diplomats) must submit the following to apply for a visa:

The visa application form below printed, completed and signed in blue or black ink.

A valid, signed passport with at least two blank pages marked “Visas” side by side and at least six months of validity remaining.

A passport-style (2"x2") photograph taken within the last 6 months with the applicant facing the camera.

Copy of flight itinerary showing applicant’s name.

International Certificate of Vaccination for Yellow Fever.

A prepaid mailing envelope for the return of the applicant’s passport (using a service with tracking such as FedEx or UPS).

Visa application for children under the age of 10 must include a copy of the child’s birth certificate and a copy of both parents’ passport

Non-US Citizens must also include:

A copy of their Permanent Resident Card or U.S. Visa and I-94. Travelers who entered the US after April 26, 2013 should print the electronic I-94 form from https://i94.cbp.dhs.gov/.

Business travelers must also include:

Company signed letter explaining the purpose of their trip and providing a financial guarantee. The letter must bear the original pen-to-paper signature of a company representative other than the applicant.

A letter of invitation from the company or partners to be visited in the Democratic Republic of the Congo. The letter must be on company letterhead and signed by a representative of the company, and should include the applicant’s name and the name, address, and telephone number for a contact person at the overseas company. This letter must be notarized at City Hall in the DRC, it must also be legalized by the DRC Ministry of Foreign Affairs and submitted with a formal declaration of liability “engagement de prise en charge” issued by the Direction Générale des Migrations (DGM).

Tourist travelers must also include:

A letter of invitation from a tourist agency or private host in the Democratic Republic of the Congo. This letter must be notarized at City Hall in the DRC and either be legalized by the DRC Ministry of Foreign Affairs or submitted with a formal declaration of liability “engagement de prise en charge” issued by the Direction Générale des Migrations (DGM).

If the tourist is not using either a tourist agency or private host, then, they need to provide a letter stating the purpose of the trip, the site the tourist plans to visit and the duration of the trip. This letter should be notarized by local authorities in the U.S. and be submitted with a declaration of liability “engagement de prise en charge” issued by the Direction Générale des Migrations (DGM).

Foreign officials:

Please provide a diplomatic note stating detailed purpose and dates of travel.

Individuals of Congolese descent are not required to present an invitation.

Processing Time

Processing time of at least 10 days is necessary upon receipt of a complete application. This processing time is given as a general guideline.

Foreign officials’ requests are processed on the same day or within 24 hours.

There is no expedited service for a visa, and the Visa Section cannot influence the process timeline.

Reminder: Visa processing time is at least 10 days. Visas will not be processed if they are requested more than three months in advance of your planned dates of travel.
